This is a good example of the type of deterioration to the network currently in place. This is a pole transfer 'in process.' This process used to be efficient, preventiong this type of hazard from having much negative impact on the technician. This transfer would be complete and safe to work on within a week or two. Today, this process often takes five years to complete.

At this point, there are literally tens of thousands of these hazardous conditions throughout the state of California alone! This condition of course makes it impossible to complete our job as technicians either installing or repairing a line, giving us no credit for the time wasted. This causes some techs to try to perform this extremely dangerous work. Don't do it. Don't climb this pole. Demand that AT&T clean up these dangerous conditions; completing these jobs and removing these hazards.
